This could be the result of a browser cache issue or we really don't deliver to the country you selected. In rare occasions you might need to go back to the home page, log out and then log back in. If you choose the "Pay with PayPal" option, you will need an active paypal account
If you choose the "Pay with debit or credit card" option, you are not required to have a paypal account and can just use your normal credit card. It will then be processed through PayPal.
